A source told TOI that the Chennai-based V Link Systems Private Limited, which has been named as an accused in the DVAC’s FIR, has now been blacklisted from participating in any government tenders. Also, at least four tenders which the company had participated after the criminal case, and emerged as the lowest bidder too, have been scrapped.

TOI has accessed the FIR (No 2/2020) which DVAC has not put up on its website till date. Fourteen police personnel and two private companies have been named as co-accused in the report relating to irregularities in purchase of modems, CCTV camera systems and other gadgets by the Tamil Nadu police.
Top sources in the police establishment told TOI Anbuchezhian and other accused officers continue to get postings and have not faced action like suspension. Anbuchezhian is at the police training academy in Vandalur, while another co-accused continues in the technical wing at the DGP’s office, a source said.
Even V-link Systems had been participating in tenders pertaining to police communications, sources said. Representatives of V-link Systems did not respond to TOI’s request seeking comment.
The FIR stated that Anbuchezhian and other personnel in the technical wing of the DGP’s office connived with each other in several tenders to ensure V-link got an edge over competitors.
The modus operandi involved preparing fake documents to ensure they fulfilled pre-qualification criteria, adding additional parameters in tender conditions without permission of senior officials to favour the company, providing false details regarding V-link systems to ensure qualification in a 3.87 crore CCTV procurement tender and also submitting incorrect technical reports to senior officials.
The FIR also says Anbuchezhian and other officials favoured another company (not named accused in the FIR) in a tender relating to purchase of Meggers. All this was done to get illegal benefits at the cost of the government exchequer, the DVAC alleged in the FIR.
The agency also said Anbuchezhian purchased spare battery sets for walkietalkies from an unauthorised dealer at higher prices and submitted incorrect technical reports to higher officials for personal gain.
DVAC declined to comment on the follow-up action taken in the case after registering the FIR.
